According to a recent report, the United States leads as the most AI-dominant country in the world, with India making a remarkable leap forward, surpassing China in AI computing power.

This comes at a time when the global AI market has expanded 25-fold in just a decade, as highlighted by UNCTAD, while worldwide investment in AI infrastructure has reached an all-time high of $200 billion, according to TRG Datacenters. These developments underline how AI has become the defining technology of our era, with nations competing fiercely to build next-generation computational power.

1. United States of America

The United States is firmly at the top of the AI hierarchy in 2025. With 39.7 million H100 equivalents of AI computing power, spread across 187 clusters, and a total power capacity of 19.8K megawatts, America remains the undisputed leader. Around 10.4% of its workforce is actively engaged in AI-related work, showcasing how deeply AI has been embedded into its economy.

2. United Arab Emirates (UAE)

The UAE has emerged as a surprise AI superpower, ranking second globally. With 23.1 million H100 equivalents of computer power and a 6.4K MW power capacity, it has become a global hub for AI innovation. Despite having just eight AI clusters, the country’s heavy investment in advanced infrastructure reflects its strategic ambition to dominate the AI-driven future.

3. Saudi Arabia

Saudi Arabia ranks third with 7.2 million H100 equivalents across nine AI clusters. Backed by a 2.4K MW power capacity, the kingdom has 2.29% of its workforce engaged in AI, aligning closely with its Vision 2030 goals of digital transformation and economic diversification.

4. South Korea

South Korea ranks fourth with 5.1 million H100 equivalents and a 3K MW power capacity spread across 13 clusters. What truly sets Korea apart is workforce engagement—an impressive 50% of its workforce is already using AI in some capacity, making it the most AI-integrated workforce in the world.

5. France

France holds the fifth spot with 2.4 million H100 equivalents across 18 clusters and a 2K MW power capacity. The country also stands out with 22% workforce engagement in AI, underscoring its strong emphasis on integrating advanced technologies into both private and public sectors.

6. India

India has made a significant leap forward, securing sixth place globally with 1.2 million H100 equivalents and a 1.1K MW power capacity across eight clusters. Even more notable, India ranks third in the world for AI chips, boasting 493,000 chips, ahead of both Saudi Arabia and the UAE. This achievement highlights India’s growing role as a rising AI powerhouse.

7. China

Despite being home to the largest number of AI clusters in the world (230), China ranks only seventh in terms of AI computing power, with just 400,000 H100 equivalents and a 289 MW power capacity. While China has the infrastructure advantage, its overall computing strength falls behind India and other emerging leaders.

8. United Kingdom

The United Kingdom ranks eighth with 120,000 H100 equivalents spread across six clusters and a 99 MW power capacity. Its strength lies in workforce adoption, where 6.5% of employees are engaged in AI-related activities, reflecting strong AI integration across industries.

9. Finland

Finland secures the ninth position with 72,000 H100 equivalents across five clusters and a 110 MW power capacity. Despite its smaller size, Finland punches above its weight, with 16% of its workforce actively involved in AI, signaling strong national adoption.

10. Germany

Germany rounds out the top 10 with 51,000 H100 equivalents spread across 12 clusters. With a modest 25 MW power capacity, Germany makes up for it through its workforce—33.5% of employees use AI tools in their professional lives, highlighting its focus on human-centered AI integration.

The rankings show a dramatic shift in global AI leadership. While the United States continues to dominate, the rapid rise of the UAE, Saudi Arabia, and India signals that AI dominance is no longer limited to traditional tech powers.
